Every so often, the GMs realize we need more hands on deck and so we ask for nominations from current GMs/JMs. The qualifications are somewhat subjective, but we generally look for active, friendly, helpful, and respectful members. If we're looking for JM's in a specific crew (say, Storybooks), activity in that area gets extra weight.
Once we reach a consensus, the unfortunate lucky nominee is offered the position, which they can accept or decline.

seriously Nate made us sign contracts with our blood, which then caused our souls to leave our bodies and he secured him and now we can't leave pls send for help he doesn't feed us or anything and then we're forced to commit unspeakable things to survive.
