You could either just take out the 'all' and leave the 'around', or say 'the man frantically looked around, scanning the square for the thief.' or something along those lines.

No one came to answer the boy’s guttural screams of agony as the skin of his palm was raked off.

O_o This is well written and extremely grotesque. Nice.

He’d be denied many of his rights by the Russians; denied of the rights that at once, he never knew he could have had.

Perhaps reword this. Between the ; and the 'at once', it doesn't really make much sense.

Maybe they were weeping for the poor boy, victim of Grizzly discipline action, like so many other criminals with flayed palms, broken fingers, slashed backs, and other wounds.

I just had to say that this sentance is vivid, wonderfully written, and amazing!
